Meanwhile, Russia and the U.S. remain the clear global leaders in terms of the number of nuclear weapons they possess. “Russia and the USA have extensive and expensive programs under way to replace and modernize their nuclear warheads, missile and aircraft delivery systems, and nuclear weapon production facilities,” the report, released Monday, said....

When North Korea took its first aggressive steps–by kicking out U.N. nuclear inspectors in December–the Bush administration decided to play it cool. They ruled out military strikes against the nuclear complex at Yongbyon, and instead of rushing to the United Nations for action, allowed the inspectors themselves to take the lead.
